Where 413 × 531 comes from
CTET states the photograph in centimetres, but the upload form works in pixels, and the two are only linked once you fix a resolution. The standard is 300 dpi, and the arithmetic is: pixels = centimetres ÷ 2.54 × 300.
So 3.5 cm ÷ 2.54 × 300 = 413 pixels wide, and 4.5 cm ÷ 2.54 × 300 = 531 pixels tall. If a form ever asks for a different dpi, recompute with the same formula rather than guessing — the numbers change substantially at 200 or 600 dpi.
CTET runs twice a year, and the photo rules have changed before
CBSE conducts CTET in separate sessions, and each one gets its own information bulletin. The photograph specification has not been static across those sessions — candidates who reused an image from a previous attempt have been caught out by a changed requirement.
There is a second CTET-specific wrinkle worth knowing: the application asks for the photograph and the signature as separate uploads with different size limits, and the signature limit is far tighter than the photo one. People routinely get the photo right, then fail on a signature that is over 20 KB or the wrong shape.

The 10 KB floor is the real trap
CTET allows anything from 10 KB to 100 KB, which sounds generous, and for the upper bound it is. But 413 × 531 is a small image, and a face on a plain background is highly compressible — push the quality slider down and you can easily produce a 6 KB file that the portal silently rejects.
Check the output size before uploading. If it is under 10 KB, raise quality. There is no advantage to a smaller file here; you are not saving anything that matters.
