Official passport photo dimensions
Most countries specify passport photos in millimetres, while upload forms want pixels. The conversion assumes 300 dpi, which is the resolution nearly every photo specification is written around.

Always check the exact wording on your application — some authorities also specify head height within the frame, which is a composition rule no resizer can fix.
Crop first, then resize
