The US State Department publishes the authoritative requirements and a photo checker at travel.state.gov. Verify there before submitting — this page can set the dimensions for you, but it cannot judge whether a photo passes.
Square is the part that catches people out
Most of the world uses a 35 × 45 mm portrait rectangle. The US uses a square, so a photo taken for a UK, Indian or Schengen application is the wrong shape and cannot simply be resized — the proportions do not match.
Crop to 1:1 first with Crop, keeping your head centred, then apply the preset here. Forcing a rectangular photo into 600 × 600 with "lock ratio" turned off produces a visibly widened face, which is an easy rejection.
What this tool does and does not do
It sets the pixel dimensions and file size precisely, which is the mechanical part. It cannot verify head height, eye position, expression, lighting, shadows or whether your background is truly plain — and those are the criteria applications are actually refused on.
