Lossy and lossless compression
Lossless compression rewrites the file more efficiently without changing a single pixel — this is how PNG works. You get an identical image in a smaller file, but the savings are modest, and the quality slider has no effect at all.
Lossy compression, used by JPG and by WebP in its default mode, achieves far larger reductions by discarding the detail your eye is least likely to miss. That is why a photograph can shed 80% of its file size and still look unchanged at normal viewing distance.
Target size or quality slider?
