The square is the part people get wrong
Almost every other Indian exam wants a 3.5 × 4.5 cm portrait rectangle. UPSC wants a 1:1 square, and this trips people up more than the file size does: they take a normal passport photo, resize it to 350 × 350, and end up with a visibly compressed face.
Crop before you resize. Open Crop, lock the aspect to 1:1, place the box around your head and upper shoulders, then apply the preset here. Turning off "lock ratio" and forcing 350 × 350 on a rectangular photo is exactly the distortion you want to avoid.
You have far more file-size headroom than usual
At up to 300 KB, UPSC is one of the more generous Indian portals — six times what SSC allows. For a 350 × 350 image that is a very large budget, so there is no reason to compress hard. Leave the quality high.
The 20 KB floor is the more realistic risk. A small square of a face on a plain background can compress to well under that, so check the resulting size before uploading and raise quality if it looks too small.
